The invention discloses a rapid drainage device and method for a fuel pool. The rapid drainage device for the fuel pool comprises a drainage pipe, a drainage control valve, an air extractor and an air extraction pipe; the first end of the drainage pipe is used for stretching into the fuel pool; the drainage control valve is connected to the second end of the drainage pipe and controls on-off of the drainage pipe or adjusts the drainage flow of the drainage pipe; the air extraction pipe is connected between the second end of the drainage pipe and the air extractor; and the air extractor extracts air in the drainage pipe through the air extraction pipe, water in the fuel pool enters the drainage pipe, and inverted siphon is established. According to the rapid drainage device and method for the fuel pool, the air extractor extracts air in the drainage pipe to form inverted siphon, water in the fuel pool is drained through the siphon effect, rapid online water changing is achieved, air extraction does not need to be conducted beside the fuel pool, the risk that foreign matter is introduced into the fuel pool is avoided, the personnel falling risk and the operation risk in the fuel pool are avoided, and tests such as a PTR system flushing test, a cooling pump performance test and a purification test are smoothly conducted.
