By the design of the meteorological monitoring system, the rain quality monitoring system and the rainfall monitoring system, the meteorological monitoring system can monitor the meteorological information of the whole community or a section of road; the rain quality monitoring system can monitor the initial rainwater quality and the discharged rainwater quality; and the rainfall monitoring system can monitor the discharged rainwater quantity and the recycled rainwater quantity.
