The invention discloses a plasticity-maintaining cement reducing admixture for concrete and a preparation method thereof. The cement reducing admixture is prepared from the following raw materials: a plasticity-maintaining component, a dispersing component, tetrahydroxyethyl diamine, triisopropanolamine, a polyalkylene glycol lubricant and water. The plasticity-maintaining component comprises a polycarboxylate superplasticizer and glycerol, and the dispersing component comprises ethylene diamine tetra (methylene phosphate), amine trimethylene phosphate and maleic anhydride. The raw materials are weighed in proportion and placed in a container to be stirred, and the cement reducing admixture is prepared. Cement can be fully dispersed and prevented from being agglomerated together, so that the use amount of the cement is reduced. The limited adsorption capacity of cement particles can be enhanced by the cement reducing admixture.
