The invention discloses a milling and re-paving construction process suitable for an expressway pavement. The construction process comprises the following construction processes: surveying and setting out, cutting, milling, cleaning, spreading emulsified asphalt, blending an asphalt mixture, transporting the asphalt mixture, paving the asphalt mixture, rolling and opening traffic. In the process of paving theasphalt mixture, the mixed material is checked on site to ensure that the temperature of the mixed material is 145-165 DEG C, the proceeding speed of a paver is 2.5-3.5 m/min, the construction paving temperature is controlled to be 135-160 DEG C, and the construction paving temperature is controlled to be 140-165 DEG C at low temperature; the paving thickness is not lower than the designed thickness; and the asphalt concrete paving coefficient is 1.18-1.21 according to the paving data of the test section. The original road is upgraded, the comfort and the road appearance of the road are improved, the problem that the original road has a disease section is solved by milling the original road and re-paving the original road, the road surface quality is improved, the driving condition is optimized, the service life of the road is prolonged, and the requirements of economic development are met.
