According to the invention, the modified phosphogypsum and the modified basalt fiber are mixed in the common mortar, so that the adhesive property of the mortar is improved, and the mechanical locking force formed among the modified basalt fiber, the modified phosphogypsum, the binding material and the fine aggregate is enhanced, thereby improving the mechanical property of the mortar.
