The construction method comprises the specific steps that 1, a pile hole is punched; 2, the pile hole is reamed to the position below a permeable layer, and a steel sleeve is placed at the reamed position; 3, the pile hole is filled with gravel soil and compacted; 4, fine aggregate concrete is poured into an annulus between the gravel soil and the steel sleeve; 5, after the strength in the pile hole reaches 70%, the steel sleeve is pulled out; 6, the pile hole is filled with gravel soil and compacted; and 7, a mattress layer at the top of the gravel soil is constructed. According to the construction method, the fine aggregate concrete and the mattress layer are arranged, a pile cap is formed, and the situation that water seeping from the outer portion and the lateral permeable layer enters the collapsible stratum, and consequently collapse damage occurs is prevented. According to the construction method, surface water is effectively prevented from entering the collapsible stratum, the possibility of collapse damage of the stratum is reduced, and the structural safety of a building is guaranteed.
