The piling and soil taking device comprises a walking system, a soil taking system, a power system used for providing power for the walking system and the soil taking system, and a control system used for controlling the walking system and the soil taking system to work; and the soil taking system, the power system and the control system are arranged on an installation platform, and the walking system is connected with the installation platform. The piling and soil taking device further comprises a full-rotation drilling machine arranged below a soil taking support; and the soil taking system comprises the soil taking support arranged on the installation platform, a horizontal moving device and a soil taking device, wherein the soil taking support extends in the direction away from the control system and comprises multiple layers of horizontal supports, the horizontal supports are connected through vertical supporting columns, the horizontal moving device is arranged on the top of the soil taking support and can move in the horizontal direction, and the soil taking device is hung on the horizontal moving device and can move in the horizontal direction along with the horizontal moving device. The piling and soil taking device can adapt to various operation spaces.
