The invention discloses a lifting and rotating material distributing machine. The lifting and rotating material distributing machine comprises a fixed base, wherein a rotating shaft is arranged at the upper end of the fixed base, a platform is arranged at the upper end of the rotating shaft, a rotating mechanism used for rotating the platform is arranged in the fixed base, two symmetrically-arranged vertical plates are fixedly connected to the upper end of the platform, the upper ends of the two vertical plates are jointly and fixedly connected with a transverse plate, sliding grooves are formed in the two adjacent side walls of the two vertical plates, sliding blocks are connected in the two sliding grooves in a sliding mode, and a supporting plate is jointly and fixedly connected between the two sliding blocks. According to the lifting and rotating material distributing machine, the structure is reasonable, a driving mechanism and a lifting mechanism are arranged, so that the material distributing height of the material distributing machine is adjusted, and the practicability of the device is improved; and a water pumping mechanism and a cleaning mechanism are arranged, so that the weight of a water tank is increased and decreased, the situation that traditional steel and concrete materials are adopted as balancing weights, the weight is not easy to control, and meanwhile, certain danger exists is avoided.
