The invention relates to the technical field of water producers, and discloses a high-altitude cloud cluster water production device. The device comprises an aircraft, a water production cabin, a heater, a condensation plate and an air pump, wherein the water production cabin is arranged on the aircraft; a cavity is formed in the water production cabin; the water production cabin is provided with a first control valve and a second control valve used for being connected with the air pump; the heater is arranged on the water production cabin; and the condensation plate is arranged in the cavity. The water production cabin is lifted to the position of a high-altitude cloud layer through the aircraft, the air pump pumps out air in the cavity to form a vacuum state, the first control valve is opened, cloud clusters are sucked into the cavity, the temperature in the cavity is increased through the heater, the collected cloud clusters form water vapor, and then the water vapor is attached to the condensation plate and condensed into water drops, so that the water production function is achieved.
