The device comprises a foundation frame and a monitor; the foundation frame comprises a folding frame and a mounting rod; the folding frame comprises a first rod, a second rod and a third rod which are rotationally connected in sequence; the first rod and the second rod are connected in an unlockable mode through a first locking assembly; when the first locking assembly is locked, the first rod and the second rod are kept relatively fixed; when the first locking assembly is unlocked, the first rod and the second rod can relatively rotate around a first axis; the second rod and the third rod are connected in an unlockable mode through a second locking assembly; when the second locking assembly is locked, the second rod and the third rod are kept relatively fixed; when the second locking assembly is unlocked, the second rod and the third rod can relatively rotate around a second axis; the extension directions of the first axis and the second axis are the same; the first rod is fixed to the ground; and the mounting rod is connected with the third rod. The maintenance difficulty is low and the safety is high.
