The invention provides a construction method for heightening an anti-seepage geomembrane for a soil dam. The construction method comprises the following steps that the to-be-repaired surface of a concrete building is swept, all sundries are removed, and the to-be-repaired surface is polished to be flat; a carbon fiber plate consistent with the to-be-repaired surface of the concrete building in shape and size is obtained through cutting firstly, and then an epoxy resin adhesive is smeared to adhere the carbon fiber plate to the to-be-repaired surface of the concrete building; and after standing is conducted for at least 24h, the epoxy resin adhesive is cured. By adoption of the technical scheme, various sundries on the to-be-repaired surface of the concrete building are thoroughly removed, a mortar cushion layer and the epoxy resin adhesive can make full contact with the carbon fiber plate, the situation that the mortar cushion layer and the epoxy resin adhesive contain impurities and bubbles is avoided, the carbon fiber plate is fully filled with the epoxy resin adhesive, the bonding quality, the bonding effect and the bonding strength are guaranteed, and the construction quality is improved.
