The permeable emulsified asphalt concrete is prepared from the following components in parts by mass: 50-70 parts of coarse aggregate, 20-25 parts of cement, 5-10 parts of modified emulsified asphalt, 0-5 parts of a cementing agent and 5-10 parts of water, wherein the modified emulsified asphalt is prepared from the following components in parts by mass: 40-60 parts of asphalt, 20-30 parts of anionic emulsion, 20-25 parts of rubber powder and 0-5 parts of an anti-stripping agent. The prepared modified emulsified asphalt is suitable for low-temperature storage, and the prepared permeable emulsified asphalt concrete has the advantages of high concrete strength, high-temperature rutting resistance and wear resistance.
