The invention provides a combined arrangement structure of a flood diversion tunnel and an urban traffic tunnel. The interior of the flood diversion tunnel is divided into multiple layers, the bottom layer serves as a standing flood discharge channel, the upper layer space is connected with an urban motor vehicle traffic road to serve as the urban traffic tunnel, and the upper layer space also serves as a flood discharge channel when large-flow flood comes; and the position of at least part of the construction adit of the flood diversion tunnel is matched with the urban road or the plan of the urban road, the flood diversion tunnel is constructed into a driving tunnel, the upper space of the flood diversion tunnel is connected with the urban road through at least part of the construction adit to form a road network, and the flood diversion tunnel serves as a ventilation facility on the upper layer of the urban traffic tunnel and forms a ventilation path communicating with the outside through the construction adit. According to the urban layout characteristics, the flood diversion tunnel and the urban traffic tunnel are arranged in a combined mode, vehicles pass through the upper portion, water passes through the lower portion, and when flood exceeds the standard, tunnel flood diversion is achieved, and vehicles do not pass; and after the flood, electromechanical equipment can be continuously put into use after being overhauled, so that reasonable utilization of resources is realized.
本发明提供了一种分洪隧洞与城市交通隧道结合布置结构，分洪隧洞内分为多层，底层作为常备行洪通道，上层空间与城市机动车交通道路连接而兼做城市交通隧道，上层空间也作为大流量洪水来临时的行洪通道；分洪隧洞的至少部分施工支洞的位置与城市道路或城市道路的规划匹配并且被构筑为行车隧道，分洪隧洞的上层空间通过所述至少部分施工支洞与城市道路相接并组成路网，分洪隧洞作为城市交通隧道的上层的通风设施通过施工支洞形成与外界相通的通风路径。本发明能根据城市布局特点，将分洪隧洞与城市交通隧道结合布置，上部通行车辆，下部过水，超标洪水时隧洞分洪，不过车。洪水过后，机电设备经检修后，可继续投入使用，实现资源合理利用。
