The invention belongs to the technical field of building materials, and discloses a preparation method of a concrete reinforcing and toughening agent. The preparation method comprises the following steps: firstly, uniformly mixing micro-nano fly ash and rosmarinic acid, then adding triisopropanolamine and an amino silane coupling agent, continuously conducting mixing and grinding, combining a silica group on the amino silane coupling agent with a hydroxyl group on the surface of the micro-nano fly ash, and meanwhile, carrying out dehydration condensation reaction on reactive hydrogen on an amino group and the rosmarinic acid, and bonding rosmarinic acid with bonding and toughening effects to the surface of the micro-nano fly ash through chemical bonds to obtain the reinforcing and toughening agent for concrete. The concrete reinforcing and toughening agent is simple in preparation process, the compressive strength, breaking strength and crack resistance of concrete can be remarkably improved, and the product is particularly suitable for low-slump road concrete or pervious concrete.
