The invention provides an HDPE film material discharging machine and a film discharging process. The HDPE film material discharging machine is characterized in that a supporting frame is fixed to a base; a first top wheel and a second top wheel which are used for guiding a film material are rotatably mounted at the top of the supporting frame; the first top wheel is positioned above a film rolling roller, so that a film material between the film rolling roller and the first top wheel vertically extends upwards; the second top wheel and the first top wheel are arranged in parallel at the same horizontal height, so that a film material between the first top wheel and the second top wheel horizontally extends towards the second top wheel side; a driving box is further arranged on the base; a first transmission guide wheel and a second transmission guide wheel which are driven by the driving box to rotate are rotatably mounted on the supporting frame, synchronously rotate in opposite directions, are arranged in parallel at the same horizontal height and are positioned below the second top wheel; and the film material passing through the second top wheel vertically extends downwards and is clamped between the first transmission guide wheel and the second transmission guide wheel.
