The invention discloses a reinforced soil-reinforced concrete composite culvert, which comprises a panel foundation, panel module units, a prefabricated top plate and geotechnical reinforced materials, wherein a plurality of panel modules are symmetrically arranged on the two sides of the upper surface of the panel foundation, and each panel module comprises a plurality of panel module units arranged in sequence; the panel module units of every two adjacent panel modules are arranged in a vertically staggered mode, filling soil is arranged on the outer side of each panel module, a layer of geotechnical reinforced materials is laid on the outer side of each panel module, a prefabricated top plate is arranged at the top of each panel module, and a concrete cushion layer is arranged between the filling soil on the outer side of the panel module on the uppermost layer and the prefabricated top plate.
