The garbage sweeper comprises a vehicle chassis, a cab is arranged at the front part of the vehicle chassis, and a garbage can connecting mechanism is arranged at the rear part; sweeping brushes are arranged on the two sides of the lower portion of the vehicle chassis behind the front wheels, and garbage suction cups are arranged in the area between the sweeping brushes; a rotational flow cylinder containing a centrifugal rotational flow impeller is arranged at the upper part of a cylinder opening of the garbage cylinder; a rotating shaft of the centrifugal rotational flow impeller is vertically arranged; an isolation net cover is arranged at the lower end of the centrifugal rotational flow impeller; the air suction hose guides airflow to reach the lower end of the isolation net cover; an opening is formed in the wall of the cyclone cylinder to be communicated with the dust collection box; and the dust collecting box is positioned at the front part of the cyclone cylinder. According to the garbage cleaning and collecting device, garbages in large blocks, slices or granules and tiny dust are collected in a classified mode, so that the garbage cleaning and collecting efficiency is ensured, and the secondary pollution phenomenon caused by the fact that the tiny dust overflows everywhere is avoided.
