The invention relates to a pile foundation negative friction treatment system and a construction method. The treatment system comprises a precast pile (1), the outer side of the precast pile (1) is sleeved with a degradable plastic sleeve (2), the degradable plastic sleeve (2) is located above the neutral point of the precast pile (1), and the outer side of the degradable plastic sleeve (2) is sleeved with a protective sleeve (3). The construction method comprises the following steps of turning on a pile driver, sinking the precast pile (1) sleeved with the degradable plastic sleeve (2) and the protective sleeve (3) to a pre-designed pile foundation depth in a static pressure or vibration mode, then pulling out the protective sleeve (3), and leaving the precast pile (1) sleeved with the degradable plastic sleeve (2) in a foundation. Compared with the prior art, the system and method have the advantages of being simple in installation, convenient in connection, quick in construction, low in manufacturing cost, reliable in quality and the like.
