The invention provides a urban closed river sludge dredging system and method. Pipe holes are arranged at the starting point and the ending point of a cover plate above a dredged river channel section, a movable trolley drives a movable sewage suction pipe to reciprocate in the width direction of a river channel, and sludge with the width where the movable sewage suction pipe is located enters a sludge pipe through the movable sewage suction pipe under the suction force of a sand pump and reaches a water outlet of the sand pump, the sludge enters a filter tank from a diversion trench, water in the sludge enters the bottom of the filter tank through a filter screen, is pumped into a water return pipe by a water return pump and flows back to the river channel, and the sludge left above the filter screen is carried away by a vehicle, so that dry-wet separation of the sludge and the sewage is realized, and the sludge treatment efficiency is improved; and along with the propelling of a desilting process, a rear steel wire rope winch rotates to continuously lengthen a rear steel wire rope, a front steel wire rope winch rotates to continuously shorten a front steel wire rope to pull a trolley track to move forwards, and a sludge pipe winch, an electric wire winch and a water return pipe winch keep rotating synchronously with the rear steel wire rope winch, until the sludge removal work of the river channel section is completed, and therefore full-automatic dredging is realized.
