The device comprises supporting plates and mounting seats, the mounting seats are fixedly mounted on the two parallel supporting plates, and a slotting part is mounted between the two mounting seats; a main body of the grooving part is of an obliquely-arranged shell structure, a partition plate distributed in the oblique direction of the shell structure is arranged in the shell structure, the interior of the shell structure is divided into a first cavity and a second cavity by the partition plate, a notch communicated with the outside is formed in one side face of the first cavity, and a plurality of second rotating wheels are rotationally installed at the notch; a rotating wheel is rotationally installed in the outlet end of the first cavity, and meanwhile the first cavity communicates with the second cavity through the rotating wheel. A sealing cavity is further formed in the shell structure, and a motor for driving the second rotating wheel and the rotating wheel to rotate is installed in the sealing cavity. Seawater entering the second cavity circularly flows in a loop formed by the second cavity and the first cavity, scouring of an excavation face is achieved, and excavation is facilitated.
