The invention relates to the field of piers and particularly discloses an anti-collision and anti-seismic integrated replaceable combined pier. The combined pier comprises a lower pier structure, an upper pier structure and an anti-collision and anti-seismic assembly, wherein the lower bridge pier structure and the upper bridge pier structure are detachably connected; the anti-collision and anti-seismic assembly is installed on the lower pier structure, is sequentially provided with an anti-collision layer, an anti-seismic layer and a rubber cylinder from inside to outside and is for collision prevention and seismic resistance of the pier. The anti-collision layer is formed by arranging transverse corrugated plates which are uniformly arranged on the lower pier; the anti-seismic layer is formed by arranging vertical corrugated plates; the transverse corrugated plates are connected with the vertical corrugated plates; the transverse corrugated plate blocks are sleeved with the rubber cylinders, and the lower pier is wrapped with the rubber cylinders. The combined pier has anti-collision and anti-seismic functions and is convenient to replace and easy to maintain.
