The invention provides a construction device and method for quickly removing a prefabricated cover beam bottom formwork. The construction device comprises a pouring base which is provided with a pouring space with one end being a pouring opening; a prefabricated cover beam bottom formwork arranged in the pouring space; and a limiting assembly which is connected with the pouring base and the prefabricated cover beam bottom formwork; wherein in the process that the prefabricated cover beam is separated from the pouring base, the limiting assembly achieves separation of the prefabricated cover beam bottom formwork and the prefabricated cover beam. The device is advantaged in that a technical problem that separation efficiency is low due to the fact that the separation operation steps between the prefabricated cover beam bottom formwork and the prefabricated cover beam are tedious is solved.
