The invention discloses a dynamic compactor and a hydraulic control system with an adjustable rammer lowering function. The hydraulic control system with the adjustable rammer lowering function comprises a power pump, a control handle pilot valve and a main winding device; the main winding device is provided with a winding machine for hoisting a rammer, a brake for friction braking of the winding machine and a main winding outer holding oil cylinder for driving the brake to be separated from the winding machine; an outlet of the power pump is connected with an inlet of the control handle pilot valve; an outlet of the control handle pilot valve is connected with the main winding outer holding oil cylinder; and the oil pressure of the outlet of the control handle pilot valve is adjustable so that the braking force of the brake can be adjusted. According to the hydraulic control system with the adjustable rammer lowering function, the main winding outer holding oil cylinder is hydraulically controlled to achieve holding and loosening of the brake on the winding machine, the braking force can be gradually adjusted along with adjustment of the oil pressure in the control process, and the beneficial effects of being stable, reliable and high in safety are achieved.
