The invention relates to the technical field of steering of engineering mechanical equipment, in particular to a steering system and a loader. The steering system comprises a first steering oil cylinder, a second steering oil cylinder, a steering gear and a balancing device, the steering gear comprises an oil port P, an oil port L and an oil port R, and the oil port R is communicated with a first rodless cavity of the first steering oil cylinder and a second rod cavity of the second steering oil cylinder; the oil port L is communicated with a first rod cavity of the first steering oil cylinder and a second rodless cavity of the second steering oil cylinder; the balancing device comprises an oil port a communicated with the oil port R, an oil port b communicated with the oil port L and an oil return port; when the steering gear is switched to the cut-off position, the balancing device is suitable for communicating the first steering oil cylinder and the second steering oil cylinder, and the oil return port is suitable for communicating with the first steering oil cylinder and the second steering oil cylinder through the balancing device. According to the steering system, the pressure pulse generated after steering sudden stop is absorbed through the balancing device, and the effect of weakening left-right repeated side swaying of engineering machinery such as a loading machine during steering stop is achieved.
