The invention belongs to the technical field of industrial solid waste harmless treatment, and particularly relates to a coal gangue-based cementing material and a preparation method thereof. The coal gangue-based cementing material is prepared by calcining coal gangue powder and magnesium hydroxide powder, wherein the content of SiO2 in the coal gangue powder is 30 wt% or above, and the content of Al2O3 in the coal gangue powder is 10 wt% or above; and the coal gangue powder and the magnesium hydroxide powder are mixed according to a magnesium-silicon molar ratio of 0.5-1.7. The main raw material coal gangue utilized by the cementing material is wide in source and low in cost, and the synthesis process is mature, simple, green and environment-friendly, and is suitable for industrial large-scale production.
