The device comprises a fixed box, a displacement box, a middle beam and a cross beam. A first rotating device is arranged in the fixed box, a second rotating device is arranged in the displacement box, the cross beam is connected between the first rotating device and the second rotating device, and the middle beam is arranged on the cross beam; and the two ends of the cross beam are arranged in the fixed box and the displacement box respectively, and displacement in the bridge direction or the transverse bridge direction can be generated. The problems of relative displacement and a height difference rotation change between bridges caused by temperature deformation are effectively solved.
