The preparation method comprises the following steps: adding aliphatic amine into absolute ethyl alcohol, and uniformly conducting mixing to obtain an aliphatic amine ethanol solution; adding aliphatic diisocyanate into xylene, uniformly conducting stirring at 50-60 DEG C, adding hydroxy acrylic resin in a stirring state, continuously conducting stirring for 2-4 hours, adding an aliphatic amine ethanol solution, continuously conducting stirring for 1-2 hours, and conducting cooling to obtain a hydroxy acrylic compound; and mixing the hydroxy acrylic acid compound, fumed silica, a retarder, a viscosity modifier, a foam stabilizer and an air entraining agent, adding water, and conducting stirring until a uniform suspension is formed, thereby obtaining the aggregate modifier for concrete. When the concrete is applied to the lightweight aggregate, the problem of poor flowability of the lightweight aggregate can be effectively solved, and the defect of poor homogeneity of concrete is avoided.
