The invention relates to a prefabricated concrete block manufacturing and processing method. A prefabricated concrete block is prepared from the following raw materials in parts by weight of 10 parts of cement, 8 parts of aggregate, 4 parts of graphite powder, 1 part of a reinforcing agent and 1 part of gravel. The method comprises the following steps of 1, adding water into the raw materials for preparing the concrete block, and mixing and stirring; 2, injecting the mixed and stirred concrete into a container for manufacturing the concrete block; 3, processing concrete blocks in different shapes by changing the shape of the internal space of the container; and 4, taking out the solidified and formed concrete block from the container. The concrete blocks in different shapes can be processed through the method. According to the prefabricated concrete block manufacturing and processing method, a prefabricated concrete block manufacturing and processing device is further used in the prefabricated concrete block manufacturing and processing method, the prefabricated concrete block manufacturing and processing device comprises a side position forming part and a box body, and the side position forming part is arranged in the box body; and the side position forming part is used for limiting and blocking the concrete.
