The invention discloses a wind energy-based blue algae fishing device and method for aquaculture. The device comprises a buoyancy base block for providing buoyancy, wherein the buoyancy base block is fixed at a corresponding position on the water surface through an anchor and a traction rope; a collecting notch is formed in the middle of the buoyancy base block; a box body is arranged at the upper end of the buoyancy base block; a vertically arranged longitudinal rod is arranged in the middle of the upper end of the box body in a penetrating manner; a mounting block is arranged at the upper end of the longitudinal rod; a steel ball is rotationally arranged in a spherical cavity at the upper end of the mounting block; and a wind power pushing piece for driving a rotating cover to reciprocate up and down is arranged inside the rotating cover. The device disclosed by the invention is designed aiming at the defects of the conventional device, blue algae are fished by utilizing wind energy, extra power is not needed, and the fishing cost is reduced.
