The preparation method comprises the steps: mixing fly ash, cement and desulfurized gypsum, and fully stirring to obtain an aggregate mixture; mixing the metakaolin and the mixed additive, and fully stirring to obtain a dry material additive mixture; mixing the aggregate mixture with water, and fully stirring; adding the dry material additive mixture into the mixed slurry, and fully stirring; and finally, adding calcium carbide, and fully stirring to obtain the fly ash-based guniting material. According to the invention, the resource utilization of the solid waste industrial waste residue fly ash generated by coal burning in a thermal power plant is realized, the solid waste environmental problem brought by a coal mine power plant is effectively solved, the preparation method is simple, the raw materials are easy to obtain, the cost is low, and the industrial application advantage is great.
