The intelligent starting and stopping device comprises a detection circuit and a receiving circuit, the detection circuit comprises a power supply, a rectifying circuit, an amplifying circuit and an optical coupler isolation circuit, and the power supply is connected with the rectifying circuit through a linear isolation transformer; the rectifying circuit is connected with the amplifying circuit, the amplifying circuit is connected with the optical coupler isolation circuit, and the optical coupler isolation circuit is connected with the receiving circuit through an interface. According to the present invention, the low-speed rotation of the vibrating rod when the vibrating rod is temporarily separated from a vibrating medium is achieved through the intelligent start-stop device, a timing shutdown function and a low-rotating-speed idling function of the vibrating rod are achieved through the motor controller, a burn-in phenomenon caused by the long-term idling heating of a high-speed motor is greatly reduced, the working noise of a working site is also reduced, and the vibration hand feeling of an operator is obviously reduced, so that the injury to a human nervous system is reduced, and finally, the service life of the vibration rod is greatly prolonged.
