The invention provides a platform for offshore marginal oilfield development. The platform comprises an upper module and a lower foundation structure. The lower foundation structure comprises a steel cylinder, a concrete top cover and a concrete transition section which are sequentially arranged from bottom to top, the concrete transition section is connected with the upper module, the steel cylinder comprises a steel cylinder wall, steel subdivision plates are arranged in an inner space defined by the steel cylinder wall, the top of the steel cylinder wall and the tops of the steel subdivision plates are fixedly connected with the concrete top cover, and the steel cylinder wall, the steel subdivision plates and the concrete top cover form a plurality of sealed subdivisions with bottom openings. The floating transportation stability of the platform in the offshore air floating towing process can be enhanced, and the anti-sliding and anti-overturning capacity of the structure after the structure sinks into the seabed is improved.
