The cement-based grouting material which is wide in source, low in price, non-toxic and micro-expansive is obtained by blending the superfine Portland cement, the polycarboxylic acid high-efficiency PC water reducing agent, the EHD early strength agent, the UEA expanding agent, the gelatin and the water according to a scientific ratio, the problem of cement shrinkage can be solved, and the grouting reinforcement effect on fractured surrounding rock can be improved.
