The invention relates to a railway bridge waterproof telescopic device and a construction process thereof. The telescopic device comprises beam bodies, an expansion joint arranged between the two beam bodies, sleepers or track plates arranged on the beam bodies and steel rails arranged on the sleepers or the track plates. Reinforcing pieces are arranged in the expansion joint and located below the corresponding position of the sleepers or the track plates, and the gap between the reinforcing pieces and the expansion joint is filled with an elastic body. According to the system, the reinforcing pieces are additionally arranged in the expansion joint, and the elastic body fills between the reinforcing pieces and the expansion joint to wrap the reinforcing pieces so that on one hand, the expansion joint is blocked by the elastic body, rainwater, pebbles and the like are prevented from entering the expansion joint, on the other hand, factory prefabrication is partially achieved, field construction is facilitated, the field construction efficiency is improved, and the construction quality is guaranteed.
