The curing agent is prepared from the following components in parts by weight: 0.4-0.6 parts of construction waste, 0.04-0.09 parts of slag cement, 0.01-0.04 parts of steel slag cement, 0.4-0.5 parts of aggregate and 0.3-0.35 parts of an alkali activator. The curing agent is powdery. The curing agent disclosed by the invention has the beneficial effects that the alkali activator is adopted to treat enriched heavy metals in the landfill leachate concentrated solution, the slag cement and the steel slag cement are utilized to perform hydration reaction, the construction wastes and the aggregate are also used, wastes are treated with wastes, the use amount of high-energy-consumption and high-pollution cement is reduced, a high-strength physical barrier capable of adsorbing pollutants is formed, and the overall particle size of the curing agent is controlled to be 125-150 [mu]m so as to form a low-sheet and high-water-absorption aggregate, such that the problems of high water content of concentrate and large mass of sludge are well solved, a high-strength cured body is formed, water secreting and layering cannot occur during curing, and the heavy metal pollutants can be sealed in the high-strength barrier.
