The method comprises the following steps of adopting a tubular pile with an opening at the end part, after the tubular pile is driven into a soil body to a designed depth, starting to spray slurry from a position A below the pile end, gradually lifting and rotating a grouting pipe in the slurry spraying process, stopping slurry spraying until a position B of a soil plug in the tubular pile is reached, forming an expanded base between the position A and the pile end, and forming a grouting soil plug between the pile end and the position B. According to the method, grouting is carried out in the pipe pile construction process, so that the expanded head is formed at the pile end, meanwhile, the soil plug grouted to a certain height forms the grouting soil plug, the bearing area of a single pile is effectively increased, and the bearing capacity of a pile foundation is improved.
