The device comprises a water collection tank, a wind energy driven gas collection assembly, a transmission assembly and a compressed air refrigeration assembly, the wind energy driven gas collection assembly comprises a hollow cylinder communicated with the interior of the water collection tank, a rotating shaft connected with the hollow cylinder and coaxially rotating relative to the hollow cylinder, and fan blades arranged on the outer wall of the rotating shaft, and the rotating shaft is hollow and communicates with the hollow cylinder and the fan blades; and the compressed air refrigeration assembly comprises an air compressor arranged outside the water collection tank, a condensing plate set arranged in the water collection tank and communicated with the exhaust end of the air compressor, an air escape valve arranged outside the water collecting tank and communicated with the exhaust end of the condensing plate set through a pipeline, and an ejector rod connected with a throttle valve in the air escape valve and ejecting the throttle valve open for air escape.
