The invention relates to the technical field of pavement materials, and particularly discloses a phase change heat storage-reflective heat insulation composite functional cooling pavement material and a preparation method and application thereof. The phase change heat storage-reflective heat insulation composite functional cooling pavement material comprises an asphalt mixture and a reflective heat insulation coating, and the reflective heat insulation coating is coated on the surface of the asphalt mixture; the asphalt mixture is prepared from the following raw materials in percentage by weight: 50 to 80 percent of coarse aggregate, 10 to 20 percent of fine aggregate, 0.1 to 15 percent of filler, 4 to 7 percent of asphalt, 0.05 to 0.5 percent of fiber and 0.01 to 0.1 percent of phase change material, wherein the phase change temperature of the phase change material is from 30 to 60 DEG C. The phase change material and the reflective heat insulation coating are combined for use so that the cooling effect of the asphalt pavement is more remarkable, and the combined action of melting and heat absorption of the phase-change material and the reflective heat-insulation coating is achieved.
