The balance of a pedal mechanism is kept through the mobility of liquid in a component and the stability of personnel is protected; and a condition that the friction force of the personnel on the surface is reduced, caused by the horizontal change of the hanging basket, is prevented, a slipping phenomenon of the personnel is avoided and the safety of the personnel is protected.
