The invention discloses a rubber asphalt waterproof structure and a construction method. The structure comprises a foam concrete layer, a non-curing rubber asphalt coating, alkali-free glass fiber gridding cloth and a waterproof coiled material, the foam concrete layer is laid on the surface of a structural layer, the non-curing rubber asphalt coating is coated on the foam concrete layer, the alkali-free glass fiber gridding cloth is adhered to the surface of the non-cured rubber asphalt coating, and the waterproof coiled material is adhered to the alkali-free glass fiber gridding cloth. The non-cured rubber asphalt waterproof coating can keep a viscous paste for a long time, has creep property to seal base cracks and capillary pores, and can adapt to a complex construction working surface; and the waterproof structure is not cured for a long time after being contacted with air, always keeps the characteristics of sticky colloid, has strong self-healing capability, is sticky once being contacted, and is difficult to peel.
