The invention provides a civil engineering anti-seismic structure. The civil engineering anti-seismic structure comprises a base layer, a seismic isolation device and a damping device, wherein the seismic isolation device and the damping device are arranged on the base layer and located below an upper building, the seismic isolation device is provided with inner supports, outer supports, rubber seismic isolators and reset springs, the rubber seismic isolators are sleeved with the reset springs, the inner supports are fixed to the two ends of each rubber seismic isolator, the outer supports are arranged on the two sides of each inner support, the contact surfaces of the inner supports and the outer supports are spherical crown surfaces, and the inner supports and the outer supports can move relatively and transversely. When vibration occurs, the seismic isolation device concentrates vibration energy and blocks the energy from being transmitted to the upper building, the inner supports and the outer supports of the seismic isolation device move relatively to absorb vertical tension, and therefore the upper building can have high safety even in a rare violent earthquake; and the damping device is used for absorbing seismic energy, restraining the structure from generating large displacement and helping the seismic isolation device to reset rapidly, so that the seismic response of the upper building is greatly reduced, and a good anti-seismic effect is achieved.
