The energy-saving and environment-friendly ventilating window comprises a window frame, a sealing rubber strip, a half-open window body, a cleaning assembly, a filter element assembly and a plurality of ventilating set fans; the filter element assembly comprises a double-layer filter screen, a first air filter element and a second air filter element; a mounting plate is mounted in the window frame; the sealing rubber strip is arranged between the mounting plate and the window frame; the half-open window body is hinged to the upper part of the mounting plate; a ventilation through opening is formed in the lower part of the mounting plate; the plurality of ventilation set fans are arranged in the ventilation through opening; the ventilation set fans are fixedly connected with the inner surface of the ventilation through opening through first fixed plates; the upper parts of the ventilation set fans fix the inner surface of the ventilation through opening through second fixed plates; the forward surface of the ventilation through opening is connected with a clamping plate through screws; the surface of the side, close to the ventilation through opening, of the clamping plate is fixedly connected with the double-layer filter screen; and the surface of the side, close to the clamping plate, of the interior of the ventilation through opening is sleeved with the first air filter element.
