Matrix asphalt, rubber powder, SBS, low-density polyethylene and a cross-linking agent are sheared and well mixed to obtain modified asphalt; the modified asphalt is made into powder particles; the modified asphalt powder particles are well mixed with fine aggregate, coarse aggregate and coal cinder powder and gradual heating is performed; and the modified asphalt is melted and liquefied, and stirring is performed to obtain well stirred asphalt concrete. The preparation method has the beneficial effects that the viscosity and softening point of asphalt are integrally adjusted, so that the asphalt is more suitable for mixing; and the asphalt powder particles are mixed with the mixture, and then the asphalt is molten into liquid and is stirred and mixed with the mixture, so that the asphalt can be fully and uniformly mixed.
