The invention discloses a sand pumping and drainage device and method for drift sand layer and clay layer open caisson construction. The sand pumping and drainage device comprises a well body, a mounting ring, a mincing device, a mud pumping device, an adjustable connecting piece, a telescopic connecting piece and a mud pump; and the mincing device comprises a rotating seat and a reamer rod, the mud pumping device comprises a connecting cylinder, a mud pumping pipe and a motor, the adjustable connecting piece comprises a fixed rod, an adjusting rod and an adjusting nut, and the telescopic connecting piece comprises a sleeve and a sliding rod which are connected in a sleeve and sliding mode. When the device is used, the mincing device is used for mincing a soil body at a blade foot, a soil body which cannot be minced by the mincing device is crushed by crushing blades, and mud is pumped out of the well body by the mud pumping device and the mud pump, so that rapid open caisson construction can be carried out on the drift sand layer and the clay layer, and various devices and structural parts can be flexibly assembled, so that convenience is brought to assembly during construction and disassembly after the construction is completed.
