The invention relates to a concrete leveling machine and a concrete leveling method. The concrete leveling machine comprises a main beam assembly, a leveling assembly, at least two walking mechanisms and guide rails matched with the walking mechanisms. The main beam assembly comprises a main beam body and a driving mechanism; the main beam body is located above the walking mechanisms; each end of the main beam body is connected with the walking mechanisms; the leveling assembly is slidably connected with the lower portion of the main beam body; the driving mechanism is used for driving the leveling assembly to transversely move back and forth along the main beam body; the walking mechanisms are installed on the guide rails; the guide rails are fixed to the ground through supporting brackets and supports the leveling assembly to keep a non-contact state with the ground in a non-working state; and the walking mechanisms push the main beam body and the leveling assembly to longitudinally move back and forth along the guide rails. Therefore, when the leveling assembly walks on the guide rails which are laid in advance, the leveling assembly keeps a non-contact state with the ground, bumping of the leveling machine when the leveling machine walks on a reinforcing mesh is avoided, and the leveling effect is improved.
