The invention discloses an intelligent railway track fastener bolt fastening device and a fastening method. The device comprises a fastener bolt fastening unit and a power unit, the fastener bolt fastening unit comprises a traveling chassis, a rotary power mechanism and a control box, and the rotary power mechanism comprises an upper plate, a lower plate, a rotary power component and a guide sliding component; the rotating power part comprises a telescopic part, a rotating part and a sleeve part, and a front laser distance measuring sensor and a rear laser distance measuring sensor are arranged at the bottom of the driving chassis; the method comprises the following steps: 1, setting fastener bolt fastening parameters; 2, installing a railway track fastener bolt fastening intelligent device; 3, performing division and initial operation of fastener bolts on the railway track; 4, performing operation judgment of fastener bolts; 5, fastening a fastener bolt; and 6, unscrewing the fastener bolt. Lifting, rotating and running of the sleeve component are achieved, and fastening or unscrewing work of railway track fastener bolts can be rapidly completed.
