The invention provides a soil retaining structure suitable for eliminating a frost heaving effect in a cold region and a construction method. The soil retaining structure comprises a slope protection backfill material, an EPS-containing mixed structure, a wall heel clay layer, a retaining wall, a drainage hole, a rigid pull rod and an anchoring plate; a through drainage hole is formed in the upper portion, the middle portion and the lower portion of the retaining wall body; the backfilling structure for eliminating the frost heaving effect is tightly attached to the wall back; the left ends of the rigid pull rods are embedded into the retaining wall, and the right ends of the rigid pull rods transversely penetrate through the EPS light soil to be connected with the anchoring plate in the soil embedded behind the wall; and the construction method comprises the following steps of construction preparation, foundation trench excavation and construction working face building, construction of the retaining wall and the backfill structure behind the wall, construction of the rigid pull rod and construction of the EPS-contained mixed structure. The structure is suitable for soil slope reinforcement engineering or high fill engineering needing to reduce or eliminate the frost heaving effect in infrastructure construction in the cold region, and has the advantages of being simple in structural form, easy and convenient to construct and low in engineering cost.
