The invention relates to a deepwater foundation construction method for a double-wall steel cofferdam without bottoming under a deepwater rock entering condition. A groove is formed in advance in a rock stratum riverbed, the double-wall steel cofferdam is put into the groove, then concrete is poured, and the double-wall steel cofferdam is solidified with the riverbed in the groove by pouring the concrete; and after the double-wall steel cofferdam is in place, no bottoming concrete exists in the cofferdam, and foundation cleaning is conducted through a machine after water pumping is completed. The deepwater foundation construction method specifically comprises the following steps of (1) constructing a pile foundation; (2) guiding a groove by a rotary drilling machine; (3) mounting and assembling a bracket; (4) assembling the double-wall steel cofferdam; (5) installing a putting system; (6) putting the double-wall steel cofferdam; (7) pouring concrete into the groove; (8) pumping water; and (9) cleaning the foundation. The deepwater foundation construction method has the advantages of short construction period, safety, reliability, environment friendliness in construction, economy and reasonability under the conditions that the riverbed geology is hard and no bottoming concrete exists in the cofferdam, meets the quality requirement and belongs to the technical field of deepwater foundation construction of large bridges.
