The invention belongs to the field of road building materials, and discloses a modifier for improving stability of steel slag aggregate and a preparation method thereof, the modifier comprises the following preparation raw materials: ethanol, resin, a silane coupling agent, a curing agent, a curing accelerator, a flexibilizer, a stabilizer, boron nitride, and 2-hydroxy-4-methoxybenzophenone. The modifier is an oil-soluble interface modifier, a layer of micron-level film can be plated on the surface of the steel slag and is compact and uniform, and the prepared modified steel slag is low in water absorption rate and good in volume stability; the obtained modified steel slag is mixed with asphalt, the effect of improving the adhesion performance of the aggregate and the asphalt is achieved through physical and chemical changes, the adhesion level can reach level 5, and the pavement performance of the obtained modified steel slag asphalt mixture is superior to that of an asphalt mixture with stone as the aggregate; and the preparation method is simple and easy to operate and implement.
