According to the construction method, a position control bag is pressurized through a bag pressurizing pipe, so that a position control clamping plate is firmly connected with a plastic drainage plate; a sinking plate connecting rib is arranged at the bottom end of the plastic drainage plate; a combined retention wall comprises a first supporting column, a second supporting column, a reinforcing supporting rib and a closed bag, and the waterproof performance of the combined retention wall is controlled through the closed bag and a bag grouting body; a drainage blind ditch and a drainage blind pipe are arranged in a blind ditch laying groove, the periphery of the drainage blind pipe is sleeved with a blind pipe protection pipe, and a protection supporting cover is arranged on the upper portion of the drainage blind ditch; tamped gravel piers are formed in gaps of the drainage blind ditches in a tamped mode; and the laying position of the vacuum geomembrane is controlled through a rolling and laying guide rail, and the leakproofness of a geomembrane pressing plate and the vacuum geomembrane can be controlled through a pressing plate position control bolt. The method can effectively reduce the site construction difficulty, improve the foundation treatment effect and improve the site construction efficiency.
